This is true, but we cannot compare it with other states which have a whole different set of baggage to carry (history/geography/cultural etc). Also the cause and effect is not clear. Eg Did bengalis initially become patriotic because of undue British presence there (compared to other regions). If so, external circumstances led them to be patriotic. Can you blame others for not showing such zeal if there were no such external circumstances in their place.
