[nukkad] Query on BEST rules

Got this query via the mumbai-central.com website.

I can't find a logical reason for the conductor to behave like this.
I can understand if he was offered a Rs. 50 note for a Rs. 1.50 ticket
or something like that were the difference is considerable. But
Rs. 10 for a Rs. 4 ticket is very reasonable.

I have been made to wait for change when the conductor did not have it
on hand but have always got it before leaving the bus. 

Have you personally experienced something like this? Any
suggestions for Raja on whether he should complain to BEST or not?

I am a resident of Mumbai and had a query on BEST bus regulations to make. 

I was made to unboard a best bus by a conducter on the grounds that I did 
not have change to buy the ticket. I had offered him a 10 rupee note for 
a 4 rupee ticket. 

I wanted to know whether he is empowered to do that.
