I don't think he needs to complain. BEST conductors do not have so much
change as to pay everyone. Moreover, in a crowded bus, he will have to spend
more time on each passenger if he gives change to each one. My experience is
that the BEST conductors are very good in conduct and behaviour, though I
can say that they were still better in 90s and 80s. The increasing crowds
have made them to react like this.

I normally carry sufficient and exact change in bus. But first I offer a Rs.
10 note. If he does not have / want to give change then I offer change.

New York taxies are not expected to change $20 bills. There is no such rule
for BEST. But we should understand their problems.
