Ur views r interesting, but I am sorry to say that
they r completely wrong. 
The question remain there as it was. Why not to get
oneself habituated for self-decipline?? If u r
required to travel by bus then why not to carry exact
change with u?? I think that it's better not to give
any opportunity for anyone to pin-point at u. 
Let me tell u that "IN INDIA" at least a bus conductor
will think n give a change if u don't have, but "IN
AMERICA" here in NY state (accoring to the LAWS OF
PUBLIC TRANSPORTATION OF STATE OF NY), if u don't have
an exact change for the bus/subway/metra fare, then u
r neither "LEGALLY ELLIGIBLE TO BOARD THE BUS" nor
"THE BUS DRIVER IS SUPPOSE TO GIVE U CHAGE".
