In America, or atleast in Chicago the CTA buses dont provide change and you 
need exact change you are right. But they also dont have a conductor with 
that precise job description, also if you choose to use a card, you can put 
as much money on there as you want and it deducts the necessary amount or 
you can get change for at the stations there are change machines. In Metra 
where there is a conductor on the train, he will provide you with the change 
even for large bills. I believe this to be the case for New Jersey also?
