my 2 cents:

speculators have their own role and need in financial markets - interest,
capital, currency or commodity markets. THEY provide the volumes and depth
to the markets. they ARE market makers and provide liquidity to a stock /
currency / commodity. 

when a small investor wants to sell or buy a share, he needs someone on the
other side to correspondingly buy or sell the share. 

it's a well known fact that 90 to 98% of volumes in a financial market come
from TRADERS who intend to make money by market movements; but no regulator
bans them ever, because they are also needed for mature markets. so a
regulator tries to find a mid-way, allowing them to trade and flourish, but
controlling misuse of their powers.

as with all things in life, we have to strike a balance between the pros and
cons.
