[nukkad] How do I come to know country from IP address?

Could anyone explain when connected to Internet an IP address is assigned 
during the connection, heard that one can find from which country the 
person belong to through this IP address (when you get emails or so) how is 
it possible which country and city the following  IP address belong to :

63.209.84.16

what these number individually have information, is there any on-line web 
site whereby just querying this number we get country, city and may be 
other details?
