Dear Friends,

Re: Public Debate on Prevention of Terrorism Bill
(Criminal Law Amendment Bill)

The YMCA & India Centre for Human Rights & Law (ICHRL) are happy to invite
you to the next meeting in the monthly public debate series on issues of
contemporary social and political relevance.

The debate will be on the controversial issue of Prevention of Terrorism
(POT) Bill, also popularly known as the Criminal Law (Amendment) Bill. This
Bill was recently mooted by the Law Commission of India, and has been termed
by the government as a "TADA with a human face". However, the Bill has drawn
flak from several human rights, civil and democratic rights organisations
all over the country. Since the possibility of the government introducing
the Bill in its present form exists, the debate is intended to understand
the rationale behind the provisions, as well as its implications.

This platform would enable activists and others to dialogue with the police
on the need for a special and permanent law to deal with terrorism, and
create an opportunity for the police to share their experiences in dealing
with terrorism. Participants for this debate include criminal lawyers,
senior police officials, activists, press persons, students and other
citizens.

TOPIC : PREVENTION OF TERRORISM BILL (CRIMINAL
LAW AMENDMENT BILL): A CRITICAL ANALYSIS
DATE : 28TH JUNE 2000 (Wednesday)
TIME : 6.30 PM TO 8.30 PM
VENUE : BOMBAY YMCA (Colaba)
N Parekh Marg (Opposite Regal Cinema)
SPEAKERS: Mr. Lalit Chari (Criminal Lawyer, Bombay High Court)
Mr. Ahmed Javed (Addl. Commissioner of Police, Crime, Mumbai City)
Mr. A.S.Uraizee (ex-Member, Maharashtra State Minorities Commission & former
Addl. Sessions Judge, Greater Bombay)
CHAIRPERSON: Mihir Desai (Hon. Director, ICHRL)

Looking forward to your attendance and active participation at the public
debate,

Sincerely,

Saumya Uma
Assistant Director
India Centre for Human Rights and Law
