MURDER OF EDUCATION AT MVLU: STUDENTS TEACHERS UP IN ARMS
At M.V.L.U Degree College of Arts, Science and Commerce, Andheri
East, Mumbai - 69. When the new academic year started at the degree
section of the college on 09 june 2000, 11 temporary teachers of various
subjects were instructed by the In-charge Principal H.N. PATEL (Res tel
no: 5163826), not to sign the muster (Daily Attendance Register - as the
college calls it), and take lectures since the Joint Director (JD) has
told him not to appoint anybody until he gets a new ciruclar/GR from the
government. As a result of it, the 11 teachers come to the college to
'beg' for their job in which they have been working for FIVE AND FOUR
years continuously.
The I/C Principal, even after hours of discussion, stands adament that the
teachers from open category cannot work, though the temporary teachers
from Reserved category are allowed to sign the muster and take lectures
since they will be 'protected' by the govt. The principal also quotes the
management who told him that they are not ready to take any 'risk'. But
the same management (Laxmi Education Society) who runs Chinai College
(adjacent to MVLU) has allowed their temporary staff to take lectures, by
signing on a parallel muster. The teachers of MVLU said to have been told
their boss to allow them to at least take the lectures without payment to
which Prin Patel gave a No.
The principal also says that all the colleges should have a minimum 15
students at the TY level, though he couldn't provide a GR which states so.
After verification, the senior teachers brought and showed him a ciruclar
which says the rule is applicable only for the new colleges/courses
started after 1995. The principal refuses to admit it and quibs that JD
will not grant any payment to him if there is less than 15 students.
Eventhough depts like Political Science, English, Mathematics & Accounts
have enough work load Prin Patel sticks on to his misconceptions on Cloud
9 and says he is expecting directions from the govt regarding appointment.
The principal's stance (for 'vested interests') is widely criticised by
the senior Heads of the Depts, Educationists, several principals of other
colleges, and even the Local Managing Committee members who are tired of
pleading to the deaf ears of Prin Patel. The senior faculty members and
BUCTO leaders have failed to convince the principal and says that the
Principals's stand is unjust and illegeal. That the lectures are left
free and teachers are not allowed to join for duty and take lectures are
taken very seriously by several academicians in the city. This created a
service break in their Academic career. City professors are angry with
such abuse of power by the college principal. In the student community,
much of them are unaware of their bleak future and left out in the campus
with less no of lectures. The English Dept. which has seriously affected,
since the Head is on leave. The only temporary teacher who is appointed
through the reservation pool (who is allowed to continue) does not know
the syllabus also.
When the teachers and some students contacted the Principal, who has an
ill-determined and pre-occupied mind, says that whoever is remaining will
'manage.' Some students who sensed the situation go hither and thither and
ask their dear teachers why they just show their face in college campus,
and not in the class room.
It is to be recalled that the same college was in news several times
earlier due to their anti-teacher policies and harassing staff members.
The management was also in news when they illegally hiked the students
fees of their Lady Vissanji School 2 years back and also in some scams and
corruption cases. It is a truism that the management wants to close down
the college since it is not lucrative and wants to open shopping complex
because it is near Andheri station. Years back the management had given a
request to allow them to down the shutters of the college which the govt
had rejected. Since they are keen to down the shutters, they have started
new tactics to dissude the teachers and students of the college,
inconveniencing and discouraging them to join the college.
It is to be noted that the college introduced uniforms for Junior College
students from last year to turn them away from joining the college, so
that the degree college will have less number of students. This would
pave an easy way to show that there are less/no students and hence the
college may be closed down. In corporate terms this 'down-sizing' will
please the govt bureaucrats since there will be less work-force and they
don't want to pay the new pay package (which is yet to come).
Also it is said that the Principals posts of both Chinai and MVLU is
currently reserved for backward class and Prof. H.N. Patel is bent upon
pleasing the BC lobby and the govt so that one principal's post (of MVLU)
can be open at the cost of the existing other teachers' posts (of which
most of them have been advertised as reserved post since 1986!). Of late,
the govt has taken objection in conducting the interview for the
principal's post which was advertiesed in the newspapers as an 'Open'
post.
The new move is believed to be a conspiracy by the principal, supported by
the management (Mr. Hemantbhai) and the bureaucrats at the university/
JD's office to thow away the existing teachers and to reduce the strength
of teachers. Prof. Balaporia,Dean, Facutly of Arts, University has taken
a cautious note on the issue and said she would refer this to the new V-C.
The affected 11 degree collge teachers found to be running from pillar to
post in seek of justice, guidance and support since the BUCTO (Teachers'
Union) is busy with Teachers' and Graduates' Elections which is due on 17
June 2000. The affected students from the Political Science, English,
History, Mathematics, Accounts and Gujarathi are facing a tough time due
to the rude and disgraceful behaviour of the principal who turned a blind
eye to their pleas. They ask what vision has the principal who has no
value for education, when he occupies such responsible chair to deny the
teachers who have excellent track record.
The affected students and teachers have lost hope in the principal who can
play nasty tricks on the life and career of scores of people. This is
said to be a part of decaying education system especially in Maharashtra.
You may recall the recent ciruclar that the Junior college Teachers be
paid less than peons (Rs. 3000/ pm)! Now it is the time of degree college
teachers to act according to the whims and fancies of the govt/management.
Several principals of various colleges who came to know about the
murdering of education at MVLU has expressed shock and dismay. The
government is giving loopholes for the managements to harass the staff.
Another instance is of Prof. (Mrs) Seema of Statistics dept. In the last
year she has taken maternity leave (without pay) since she was a temporary
teacher. The college registrar insisted that she has to teach majority of
the working days to be paid the vacation salary. Mrs. Seema worked for
the college till her 8th month, and also signed on the last working day
ie, 20 April 2000, (carrying her new-born baby of 3 weeks old) as she was
instructed to do so. All is perfectly done, but the vacation salary was
not credited onto her account. When enquired, the Registrar of the
college says that the college has to 'look into' the matter that she
worked for more than half of the academic year. There is nothing more to
mention about the condition of this temple of learning.
