Brilliant suggestions. I wish I had the time to evaluate these and come up with scenarios and further recommendations.

The ideal way would be to run a few test scenarios with a fake country having 6 states (for example), 8 national parties, dozens of regional parties, about 200 villages per state.  And we would need to run many many simulations to come up with answers about what potential problems lie.

Very interesting Operations Research problem.
