  If Harshal receives 10 complaints in respect of a member, Say 10 
complaints from 10 different members! I can shoot 10 complaints 
about one member. Does it make sense?

Response:

1. Harshal can make his own procedural rules for his guidance. 
These need not bear scrutiny by anybody.

2. To address your query, 10 complaints from different members or 
10 complaints from same person about 10 different mails will be 
ok. It would make sense. But not 10 repititive complaints by same 
person about same mail
That would not make sense.
