Sir,

 I belive you need to understand the concept, It is not only the click
on ad that matters as he said the traffic also matters, not all the
people who visit the site click on the ads!

So it would definetly look as a fraud if 10 visitors maybe even from
diffrent IP visit the site and all of them just click on the adverts.
Even the lamest of the advert company knows that the potential ad
clicking ratio is very low. so to get advert on your site you need to
show that your site does generate that kind of traffic and this is not
as simple as one might think.

One of my friend has a site that has 1,00,000 registered users! now
that says something still to sustain the site it costs a bomb.

So it all depends on your patients and content of the site of how well
are you able to attract user to site and can you keep them intrested
long enough.
