I admire you for being a silent worker for the cause of the society. May
others take inspiration from you.

There is no clear provision in the IPC under which public can make complaint
to the police against quacks. Section 290 can be tried, but it will need a
lot of convincing the police and, maybe, even the courts, to be successful.

The remedy lies under section 15 (3) of Indian Medical Council Act, 1956,
which provides for a punishment of sentence up to one year.

I suggest that the names and addresses of the 30 quack doctors may be sent
to state medical Council and Medical Council of India, requesting them to
take action.

You may try your luck with Police with the support of PA to minister for
registering a case under IPC 290. If the ministry wants, they can engage a
criminal lawer to give further detailed opinion whether an IPC offence is
made out under this or any other section.
