Quite true. I found this out several years ago while visiting Mumbai, when I 
was staying at one of the hotels near the domestic airport. 
Of course, the hotel staff was much more courteous towards the foreign tourists 
who were paying in dollars. And yes, they'd ask for tips in foreign currency, 
rather than rupees :)
Don't know how it is now after so much appreciation of the rupee, but a $1 
still beats a Rs 10 or 20 note.
