All heritage sites in the third world have different rates for admission for
locals and foreigners. In India, Egypt, Pakistan all same story. India also
used to have a tourist tax at one time. If you paid for a meal in a 5 Star
hotel with a foreign credit card u actually got off with a lower bill
because of some excise or was it luxury taxes that you were charged for
paying in rupees.
