Is it? Is Is it really Arabic language that is taught, e.g. words, grammar,
syntax, semantic and so on? Or ist it just learning Quran by heart, reciting
it without understanding it?

To my experiences during the last 24 years as a teacher for Religious
Education in Germany it is the latter one!
Up to one third of our pupils are muslims, and when Islam is topic in RE
lesons I always ask them to report about their faith. When they talk about
Quran school, that all of them attend in the afternoons, they all said that
they learn quran by heart, and all of them agreed that it is very difficult
because it is written in a language they don't understand.
So they don't learn Arabic here, they learn reciting words.
Reminds me a bit of parrots......

But, I must admit up to the reformation it was the same in Germany. Roman
Catholics attended ceremonies that were all delivered in Latin. They sug and
prayed Latin words without understanding them
