NET AND THE PHONE

I read that the human ear can only hear between 16 and 
22 ooo HZ, and the phone companies are crunching this
to a fixed 12 000 HZ universally to be able to pitch on
the net.

Will this affect the quality of voice?

Obviously, they will save a bunch of money by maybe
bypassing world wide cable network.

Will this saving be passed top the end user in the US, Europe
and India?
