NEW DELHI: The government's plan to ensure greater social equity by
extending reservation for Other Backward Classes (OBCs) in institutes of
higher learning like IITs, IIMs, and reservation for Scheduled Castes,
Scheduled Tribes and OBCs in private unaided institutions could translate
into a blank cheque from the finance minister to the human resource
