I agree that the Saddam regime were cruel etc etc. But closer to home was Chile, Peru, Argentina and others in the Caribbean. However none of them have any oil to speak of so it hardly worried the Americans despite being in their own backyard. In defence of Saddam I must say that once you achieve such power through whatever means, delusions of grandeur soon follow. Bushie ain't no exception too. The Americans won the war in Iraq, if you can classify that a victory not because of a superior thinking army, or soldiers but because of advanced weaponry. Other things being equal, I doubt they would be better than the Iraqi's. At a recent joint Indo-US exercise in India, the Indian soldiers laughed at the Americans when on an infantry route march, the Americans rested every 5 kms, while the Indian soldiers trudged on for 15 at a time. The stories of their manpower's inadequacies had me amused not surprised.
