I actually like this idea as long as the number of such seats is
limited to some small number - less than 10% of the total seats or
some such. I wonder how the students proved that they were the first
in their families to reach this stage.

Compare this to the Maharashtra State Board's strange policy a few
years back to add 5 percentage points to the Physics-Chemistry-Math
(PCM) score in grade XII if you had taken a vocational course in
grades XI and XII. This misguided scheme was not to promote the
'backward' or the 'oppressed' classes but to reward those who chose
the vocational course over Biology. The effect of this scheme was that
a couple of hundred students had PCM scores of more than 100 per cent.
This led to admissions in the top colleges closing at 102% (97% + 5%)
and such. Normal people were confused when they heard that people with
101% in PCM (which sounds odd in its own way) didn't get into the
college of their choice. The scheme also meant that if you did not
take a vocational course in grade XI to keep your option open of going
into a Biology-related discipline, you were guaranteed to be locked
out of the good govt. engineering colleges. This policy was in place
for 3-4 years before saner minds prevailed.
