The main reasons for the global food inflation doesn't have as much to do with 
demand side as Bush or Rice suggested. It has more to do with supply side:
1. Temporary supply-side issues due to drought in Australia
2. Devaluation of US dollar - driving up oil prices - causing ripple effect on 
transportation and other costs
3. Pressure on  food due to bio-fuel diversion, causing decrease in acreage of 
other crops as well

Of course, US, Japan and Europe continue to provide huge subsidies to their 
farmers, which has made agriculture unsustainable and inefficient in most 
developing and poor countries in Asia and Africa.

The Food and Agriculture Organization site has a lot of reports, none  of which 
 show the demand side (i.e. demand in India/China) being as much of a factor as 
Bush suggests. In fact Business Standard carried this article stating:

Data collected by the Food and Agricultural Organisation (FAO) of the
United Nations show that the consumption of cereals (wheat, rice, maize,
corn and so on) is growing far more rapidly in the US than in India or
China.
