I recently saw a news article that an IAS officer of Madhaya Pradesh called
some Gupta was awarded a PhD from Sagar University (not very much sure of
the university name) for his work on the subject.

I was travelling at that time and now I can not locate this news article.

I wanted a copy of his PhD thesis and for this, I need Gupta's fax or email
address or snail mail address.

I shall be thankful if you could help me.
