Well, for my 2 pennies worth, there was a law 2 years back, when the Shiv Sena government was in rule, that used to fine people upto Rs. 50 for spitting , shopkeepers for any litter found outside their shops. I saw people in uniforms collecting the fines in Khar, Bandra region..The roads used to be cleaner for then, because each shopkeeper would take the responsibility of cleaning their part of the area...But sadly this scheme was in a way motivated by the empty government coffers that some of S.S.'s populist schemes caused rather than the will to maintain cleanliness.. The fines ceased within months of it's implementation date and i haven't heard of any better or more effective cleanliness drive since then...

I think the bussiness community(shopkeepers, scrap bussinesses, etc.) might have pressurised the government to curb the scheme..

Anyone else heard anything about it lately???

I remember there was a 'Say "Chhee!" ' campaign in Bombay a couple of years
ago to 'discourage' those who spit in public places.  Newspaper ads for the
campaign were extraordinarily worded. "Let these despicable animals know
that they are despicable animals!" 
Anyone know what happened to the campaign?  Did anyone say Chhee?

Indians cannot be educated enmasse.  We need individual laws.  We don't care
much for social laws unless they are on our side.  The Law should have teeth
in India.  There should be hefty fines for littering, spitting, smoking in
crowded public places.  People who leave red streaks of pan on railway
station pillars and the seats of cinemas should know that they are no better
than the homeless man who defacates on the streets.

One of our returned to India friend, puts one
advantage of living in India very succinctly   " I can
throw garbage on road here for free, where as in U.S I
would have had to pay  $200 for the luxury. I can also
spit anywhere I please which would have cost me $100
anywhere else." Now that's a straight gain of  $300
per month accruing from the freedom to throw garbage.
