[nukkad] We failed as a country???

Time and again we prove to the world, how inhumane we and our politicians
can be. More people died and more people will die not because of an
external enemy but because of our internal enemies like corrupt
beaurocrats,Polititians with out any human values.
Found this information in a news letter and wanted to share my anguish with
the fellow nukkies.

====================================================================
  Carcasses may cause epidemic (HT)

9000 diarrhoeal cases in Orissa (FPJ)

More than two lakh decomposed animal carcasses may lead to severe
epidemic in Jagatsinghpur district and adjoining areas.

According to the latest figures, more than 13 lakh houses were damaged
in the super cyclone of October 29.

 Congress sticks to Gamang (AA)

The Congress on Monday ruled out replacing Orissa chief minister
Giridhar Gamang for his alleged failure to tackle the post-cyclone
    situation in Orissa.

HAVE THE STATE & CENTRAL GOVERNMENT FAILED THE PEOPLE OF ORISSA?

Latest Results and some of readers messsages given below

The century's worst cyclone that hit Orissa coast on October 29, left
a trail of destruction affecting almost fifty per cent of the state's
population. Over 10000 people have been killed, millions rendered
homeless, standing crops and cattle destroyed, roads, communication
network, power, electricity and other installations damaged by the
   super-cyclone.

Relief amounts have been announced early, however, more than two weeks
later, accurate information on the extent of the loss is still being
   assessed.

The bureaucratic delays by the local administration failed to provide
even the minimum relief to the cyclone-affected people. Demands have
been made that the total responsibility for relief and rehabilitation
be handed over to the armed forces, who have been doing a commendable
   relief work under trying conditions.

As the battle on whether or not this should be declared a "national
calamity," pre-occupies the state's political class and the country's
opposition party, both the ruling and opposition have completely
failed the people of Orissa. Orissa chief minister Giridhar Gamang has
sought a Central assistance of Rs 10,000 crore for relief and
rehabilitation in cyclone-ravaged areas of the state. Does the
bureaucratic machinary in the state have any clue on how such a sum
will br utilised to actually make a difference to the people?

According to a report in India Today, an estimated 13,000 tonnes of
food, close to 40 per cent of what the Centre has pumped into the
state, is yet to be distributed.

The Centre was a meek spectator watching the completely failure of the
state's relief operations and took over two weeks to announce a
task-force to co-ordinate the relief operations. The assistance
offered by various International voluntary organisations was possibly
turned down with an eye to retain the muscular "nuclear-power" image
and the embedded ability to manage it own affairs.

SOME OF THE READERS MESSAGES TO THIS OPINION POLL FOLLOW GIVEN BELOW:

19: Dr. Vinod Nair, USA: India has demonstrated to the world that it is
a nation without human values, where people are abused at every level.
Child abuse, woman abuse, employee abuse are all accepted way of
life. India has become a barbaric society where only money rules.
India has lost all its godly values. Animosity is what India is all
about. Indian government is the most corrupt in the world. No country,
including Africa can stoop so low and watch thousands die. If there is
hell on earth it is in India. A nation which brags of nuclear weapon
for mass destruction puts feeding its starving millions or the welfare
of millions stricken with aids on the lowest priority list has no
right to be claiming a super power status at the UN. (November 16,
   01:08 IST)

     _________________________________________________________________

18: Rajnikant Sahoo, USA: Orissa coast is highly vulnerable for natural
calamities. Every year, it is affected by Cyclone, Flood and all kind
of natural fury. Neither State nor Central Government have ever
thought anything concrete in this direction. As a result, people of
Orissa coast have left to the mercy of nature and death. Government
should open at least one double storied building (say School) to be
used for community leaving during calamities. A powerful calamity
detection system and system to make people aware of oncoming calamity
is highly solicited. May God Help Orissa. (November 16, 00:40 IST)

     _________________________________________________________________

17: Mihir Das, USA: why to bother , it is the poor innocent people who
are the victim all the time not the politicians. (November 15, 23:59
   IST)

     _________________________________________________________________

16: Dr. Pranab K. Patra, India: Orissa's present state government has
totally failed so as our previous governments. It is frustrating to
have such corrupted bureaucrats. The system has to be completely
changed or else no future for this poorest of the poor state.
   (November 15, 23:56 IST)

     _________________________________________________________________

15: J.P., USA: These results (death toll in Orissa) did not surprise me
at all. Sorry! if I am sounding nasty. This gives us a good measure of
where people stand in the eyes of our government. I have heard people
saying 'one has to look at the positive things rather than being
pessimistic about the happenings'. One can take only so much. It is a
gross failure of the governments in providing adequate facilities /
shelters to the poor that had lead to this mass destruction. It
doesn't matter what government it is in the center and in the state,
the fate of the people of this country will be like this only, until
some one, who is really capable of cleaning our current political
trend shows up. In order to facilitate that from happening, we (at
least the educated ones) should turn up the heat on and have the
government feel responsible for their misdeeds. Instead of struggling
for power let's ask them to provide the basic infrastructure to build
a strong nation. I know many eye brows will rise to the following
statement, I'm about to make. Don't you think we may need a Musharif
in India too?. I guess what I meant by that is 'Dictatorship's
communist govt. like the one in China who can put an end to this on
going chaos in India. I know some one can say 'Hey! he / they is / are
an Indian(s) too'. I agree with that but how can we let some one else
rule us. Enough of the British colonial ship, we are paying for that
till now. Our politicians, basically lack vision to wards a better
India. Of course quality comes from a good educational and family
background. 'Garbage in , Garbage out'. I wish we all could do some
thing about it. (November 15, 23:34 IST)

     _________________________________________________________________

14: Adi Malla, USA: State and Central governments have miserably failed
in protecting Orissa people from severe cyclone. I don't expect our
politicians to learn lessons from this. (November 15, 23:20 IST)

     _________________________________________________________________

13: Sushant Mishra, USA: I am an Oriya and I have lived in Orissa most
of my life. The supercyclone which is an act of God couldn't have
happened to any other place but Orissa which is the least developed
place of a so called developing Nation. Since the past so many years
the people of Orissa dependented heavily on the State and
   Center.Instead of helping them,they did the opposite,exploitation.The
politician and the bureaucratic of our Nation an the State have only
looted the States vast resources. What the State was 50years ago is the
same at present. The recent chaos during the aftermath of the
destruction is nothing surprising.Orissa has witnessed this always
during good and bad times.Even if you blame the State and the Center
nothing much will happen. The people should realise that enough is
enough. They should rise and start believing in themselves that they
can do of their own.The day they realise this things are bound to
change. If they don't the story will be the same. Sushant Mishra
   (November 15, 23:10 IST)

     _________________________________________________________________

12: Raghunandan N Kanathur, USA: In a nation, which is not organized, it
is difficult to provide relief immediately. For example, every citizen
of india is not provided with a unique number. If one is provided with
a number under a foolproof system which ensure that a citizen cannot
obtain two numbers, like capturing the finger print in a database and
ensuring a unique number per person, will help identifying who has
incurred how much loss. In the existing system, there may be people
who are not affected and will still claim compensation. We do need a
better system to manage people. This will help not only in providing
relief but also in a better tax collection system. (November 15, 23:10
   IST)

     _________________________________________________________________

11: Chittaranjan Ray, USA: It is extremely sad to talk about it when I
am from the Jagatsinghpur district of Orissa. Over the years,
corruption and mismanagement bankrupted the state. The influential
pocketed the money from the state and federal assistance programs. The
emphasis has been on mega projects while the small-scale industries
have been neglected. Working capital and proper guidance are
necessary. The state will be the 26th on poverty. I am hoping the
state in coordination with local and NRI experts devise a plan so that
they can make up this loss at an accelerated rate. (November 15, 22:52
   IST)

     _________________________________________________________________

10: Ajatha Sathru, USA: Blame the system, it has to be reformed..
-Ajatha Sathru (November 15, 21:49 IST)

     _________________________________________________________________

9: Murthy, USA: Its very sad that the intensity of the cyclone is very
high and we don't have the technology to anticipate the intensity. The
real sad part is we failed to reach the poor/suffering who lost
everything and now fighting with epidemics.. This is disgusting and
shows the poor administration and politics. Its still miserable that
we refused to take the help of the international organisations. No
sufferer can ever forgive this if he is aware of what he had lost by
this. With a sad note, Indian (November 15, 21:44 IST)

     _________________________________________________________________

8: Niladri, USA: Even though cyclone warning government failed to
evacuate people from coastal areas. Relief and reconstruction is
unplanned. Even after 1971 cyclone's experience cyclone proof houses
were not built. Politician and bureaucrats are corrupt. They lack
vision to manage and build a state. Center's apathy to Orissa state
govt. was shown by not declaring the disaster as national calamity.
Innocent people are victim of center state politics. There should be
revolution in the state and against central government. Of course
state & central government failed the people of Orissa (November 15,
   21:43 IST)

     _________________________________________________________________

7: MUTHU, TAMIL NADU: Yes, Government has failed to alert people on
time. when they know it is going to be 350KM/Hr, they should
compulsory GOVT should evacuated people from the place. More over
for Orissa and Andhra Pradesh needs some sophisticated communication
methods like HAM RADIO, or other type of wireless system and not too
depend on our telephone system, We all very well know how our
telephone will function in normal days. So the bottom line is BOTH THE
STATE AND CENTRAL AND METEROLOGICAL PEOPLE SHOULD BE BLAMED FOR THIS
DISASTER IN ORISSA. (November 15, 21:42 IST)

     _________________________________________________________________

6: Sanjeev Rao: Both the State and the Central Governments have failed
to do their duties effectively. I think if enough precautions had been
taken the loss might have been much less. Infact the State
administration did not seem to gauge the ferocity of the cyclone and
failed to evacuate the people in the coastal areas (November 15, 21:36
   IST)

     _________________________________________________________________

5: Debiprasad Swain, India: Of course! We have a state govt. who does
not want what do to and we have a prime minister who does not show
whole hearted empathy with people of Orissa, because he thinks its
chief-minister threw him out of office the last time. (November 15,
   21:04 IST)

     _________________________________________________________________

4: Debi Prasad Pati, India: Our Leaders know how to deal with more
elections in one year but not how to tackle a natural calamity which
is devastating in nature like what happened in Orissa recently.Every
one sees its own advantage, which is very unfortunate. (November 15,
   19:47 IST)

     _________________________________________________________________

3: Dr.Dayal, Taiwan: Its not actually failure but lack of sensitivity
and poor information network.`Go as you like` attitude is always there
with govt. officials which is ofcourse not found in armed force
personnels and thats why a cry for their presence in such acute
needs.Training matters a lot.Media report was frequent on incoming
threat but still so called responsible people were sleeping.....this
is the tale of each one of us which needs special attention .....but
how?...remains to be decided by our scholars and planners....Dr.Dayal
   (November 15, 19:23 IST)

     _________________________________________________________________

2: Partha, USA: Politicizing with our misery, obstruction to relief,
development etc. should be dealt with most gravity with No tolerance.
I get angry to the tune of wishing these stupids to be thrown at the
mouth of such cyclonic tidal wave. ..Partha (November 15, 18:37 IST)
