There are no formalities as such but he will need to have an account
on an ISP or a web hosting company where his site will be hosted.

In most cases, the web host will have a streamlined process to register
the domain. Be sure to read the fine print to make sure that the domain
will be registered in your friend's name. Some unscrupulous companies
register it in their own name which can lead to many hassles when changing 
providers in the future.

If you friend wants to register a .com, .net or a .org domain name by
himself, he can use any of the following registrars:

http://www.register.com
http://www.totalnic.com
http://www.joker.com
http://www.dotster.com/home/
http://www.networksolutions.com

(these are ranked by what I have heard about them - 
higher in the list = better)

If he needs an Indian domain name - .co.in or .org.in 	- he will
have to contact NCST http://www.ncst.ernet.in
