Shobraj's arrest in Goa by Inspector Madhukar Zhende is the stuff of
legend. Zhende and the Mumbai Police became media stars overnight. 
The reputation of Mumbai police force's was greatly enhanced. We
debated and discussed whether they were second to Scotland Yard or 
whether this arrest combined with a couple of other high-profile 
cases (I can't remember the details) propelled them to past the 
Yard to the top of this mythical list. Irrespective of the details, 
we all agreed that the city police force was one of the best in the 
world.

And when Shakti Kapoor played 'Inspector Bhende' in a Hindi movie,
it just underscored Zhende's fame.

This quote from the CBI officer seems to indicate that he is in awe of 
Shobhraj. Rather than the arrest being a part of some elaborate plan,
he probably got too confident and assumed that no one would recognise 
him. This is what happened in Goa too. He may have planned his 1986 
jail-break from Tihar to escape extradition but he certainly didn't plan 
his arrest in Goa.  That an inspector from Mumbai would recognise him 
in a casino in Goa was plain luck. Something similar must have happened 
in Nepal.
