Hi there

NCST is the concerned authority.

Just recently have they also started giving 
the .in domains to individuals. An interesting 
story goes behind this. Our honerable CM Vilasrao 
Deshmukh insisted on one for his personal website 
development. The rules which usually preferred 
only organisations, educational institutes etc. 
for .in domains were changed altogether to 
accomodate even individuals.
