Norton System works also has a scandisk, and their disk defragmentor is
far far better than that of Bill.

However, it did not answer why bill's scandisk should not complete. Only
probable reason is that some program is running in the background,
changing disk content while you run bill's scandisk.

Thus, the question remains unanswered.
