This is a rather sterile topic because neither it is a felt need of people,
nor it is a political demand, nor it is a current discussion topic
academically. However, information is given below.

1. India is, as per our Constitution, not a federal but quasi-federal state.
This has been so held in many Supreme Court decisions. As law abiding
citizens, we have to honour the Constitution. hence any contrary views, even
if expressed by others, will be not of much import.

2. In USA, in the aftermath of the civil war, various states, one after the
other, at intervals of years, decided to join the Federation. Thus the
formation of the federation was a step by step, piece-meal process.
Conversely, states can secede too one at a time, if they like. The Indian
Union came into being as a whole[from the erstwhile Dominion of India, under
the British]. Neither it was pieced together, nor it is envisaged to be
pieced apart.

3. In USA, practicality demands that no state seeks secession. When US is
the mecca for people globally, people of which US state will vote in a
referendum to voluntarily get out of the mecca? Comparision with India just
does not lie.When states are having secessionist elements even now, making
it constitutionally acceptable will be like fanning the fire.
