Dear Members.

In present situation, we require powerful central government at the
center. If you look at the progress of individual state government,
development in any direction is minimal on its own. It is always central
government has to push state governments. Unfortunately, in state
government working we become too parochial on any move. Take example of
laying new railway lines, good quality roads, bridges, ports, water,
education, states cannot work in harmony with other states. Every state
politicians feel they must show to voters that they try to push their
weight. It does not matter if no progress is made by any state.

Look, state government is using high government official appointments as
their own prerogative. This is all wrong for the progress. Particularly,
our bureaucracy has been corrupted by politicians at every level. Now,
every MP has been given permission to use Rs. 2 crore for their own
constituency. (You may say bribe to voters). MP will only use this money
if he can get benefit personally to himself or other wise, he is not
inclined to make use of fund. If any bureaucrat demands proper accounts
for proper use of funds as laid down rules of Parliament, bureaucrat will
not get it. He may be threatened by MP. No states can resolve their
inter states problems among themselves.

Unless, we prosper fast, have good infrastructure in all states, tax
system and tax level is same, federal system of government will not be
useful and beneficial to masses. We
must have similar education system in all states. To have federal system
in India in present situation is prescription for decline and
disintegration.

Kishor Valia.
