Ever since Lalu Prasad took over as the Union railway minister, the loss-making 
Indian Railways has become the second-largest profit-earning public sector unit 
after the Oil and Natural Gas Corporation. 

So much so that top management institutions, in India and overseas, want him to 
lecture their students and faculty on the issue.

Why do you think has Lalu been so successful at making Indian Railways
