I don't know if it is celebrated outside the eastern and north-eastern states. 
It is a regular in West Bengal.
The main event on that day is kite-flying. Mostly celebrated at workshops and 
garages and the street corner rickshaw stands - where they worship the 
workmen's tools.
We used to have great fanfare around this event in engineering college - 
(Jadavpur University) - with the tacit logic that engineers are more devoted 
towards Vishwakarma than Saraswati.

BTW, note that there is really no sharp "V" in Bengali or the eastern languages 
 - so it is pronounced as "B"iswakarma.
