I think he meant, using the laptop for "not-so-techie/high-end programming" type of operations. If I were using the computer only for Net surfing, MS office, emailing and chat, I wouldn't pay more for the processor or RAM. Hard Drive: 40 GB or above should suffice. I've been using Toshiba for more than an year now and it has been a thoroughly enjoyable experience as regards quality and customer service. It even came with a free 1 year warranty. I mention warranty because, some of the best sellers in USA, for instance: Dell, offer only 90 days of warranty support and need you to pay if you want more. So I would consider this aspect while shopping for a laptop. I bought a Compaq Presario (HP/Compaq in India) for my brother and it has been a good experience so far, too. The only thing was, they didn't have any laptops to shop for, right off the shelf and that surprised me, especially because there is a growing market for laptops in India, more than ever.
